Any man, Muslim or otherwise, could have one wife and three 'girlfriends' who all receive some form of public assistance. Also, the other wives, or girlfriends needn't have immigrated to the US. They could've already lived here. If the husband is on public assistance as well with one of the 'wives', difference), then child support won't go after him.
