Sounds like the article is actually saying all shipping is subsidized by the USPS, not that Amazon gets a special deal. The headline is deceiving.

Not exactly correct. The USPS is the only federal entity required to fully fund their long term retirement obligations in each year. Having to do so is what causes them to operate at a loss.
