"Announcing the system in May, Google said third-party partnerships allow it to capture 70 percent of all payment card transactions in the US. The system matches transactions back to Google ads, which Google said was done in a "secure and privacy-safe way". It also reports aggregated and anonymized store sales data to advertisers"

So it is buying it from one or more of the big credit card processors. On the card issuing side, it would be Tsys, First Data or FIS. If they are getting it from the merchant side, it is probably First Data or maybe Chase Paymentech.

That will ruffle some feathers when it comes out. For them to get 70% it would have to be more than one of them.
