Anthem Blue Cross Blue Shield in Virginia, the state’s largest health insurer, announced Friday that it will not participate on the Individual Exchange in Virginia for 2018, citing volatility in the individual health insurance market, which it says has made it difficult to price plans that are compliant with the Affordable Care Act.

Anthem’s decision follows Aetna’s May announcement that it would exit Virginia’s Affordable Care Act market for 2018.

Anthem said it also will reduce its 2018 individual plan offering and will only offer off-exchange plans in Washington and Scott counties, and in the city of Bristol.

“This is unwelcome news for many Virginia consumers. Anthem HealthKeepers currently covers approximately 206,000 people in Virginia’s individual health insurance market,” Virginia insurance commissioner Jacqueline Cunningham said.
