So ... how high do taxes go?
Now that democrats have a lock on both houses, how high do they raise Virginia's taxes? 5.75% is currently the top rate. I'm thinking it goes up to at least 10.

10% in the near term? In this political cycle? I'd say that's pretty unlikely. They will certainly look to raise revenue through taxes because God knows they won't cut the budget. They're not going to go up to 10% for everyone - they're going to go up to 10% for the "rich" (and by rich, we mean "upper middle class"). And once that happens, it's the same game as with federal taxes. Virginia has what is almost a flat tax - it's graduated, but you hit the 5.75% tax rate at $17K of income. So it's almost flat.
I predict that what they do first is they phase out the lower brackets - so if you make over, say, $80K, then you do pay a flat 5.75% tax. That's "fair", right? Then they will add 6% at $100K and 7% at $200K, because the rich ought to pay their fair share.
And it's completely impossible to ever cut taxes because only the rich would benefit from the tax cut.

If they're smart they'll fix the gasoline tax problem first. It needs to be doubled and indexed for inflation (gas tax should be about 10% of the average price per gallon of gasoline rather than the flat 13¢ per gallon, or whatever it is, the Commonwealth currently collects).
If they want to raise the income tax, the creation of new brackets makes the most sense. Maybe create a 0% bracket at the bottom and create a 7% bracket for VATI greater than $50,000.

I had forgotten that the Senate was now 21-19 ... it was 20-20, but one Democrat resigned/retired and a Republican was elected to replace him. That makes me a little more hopeful about things.
As for how the House will work? That depends. When it was 50/50 before, there was a power struggle and Democrats used parliamentary rules to hold onto the committee chairmenships until Virgil Goode (then a conservative democrat) said no, this is not right, there should be power sharing since it's a 50/50 split. He threatened to vote with the GOP on speakerships, etc, unless the democrats agreed to share power and so they struck a deal. (Ultimately, I think Gilmore was governor and he picked off some democrats into state jobs to give the GOP a one-seat majority. And of course Goode became an independent, then a Republican, then a Constitution Party person.)
Also worth noting is that when it was a 50/50 split before, there were plenty of moderates on both sides. But now the moderates are completely gone from the democrat party and mostly gone from the Republican party. So there isn't likely to be a lot of compromise.

I think NC is taxed pretty highly, but their infrastructure is in far better shape than Virginia's. After living in Florida, I also like the "use tax" tolls that they put on many of their state roads. It works and the toll roads are well maintained. And adding more brackets only makes sense if your goal is to ensure that taxes can never be lowered.
